No. Smart Start Interlocks use technology that specifically detects alcohol, and therefore cannot detect other drugs.
Currently there are difficulties in bringing drug testing to alcohol interlock systems. Most drug tests require laboratory testing which can take hours to produce a result. There are technologies which provide instant drug results such as Intelligent Fingerprinting that works by analysing fingerprint sweat to detect drug use. Although drug testing in vehicles right now may be technically difficult and costly, vehicles in the future may automatically include alcohol and drug detection as a safety feature.
